					<description><![CDATA[Great article!  I hope this RESTART program finds a contingent that will take it on.  As far as I&#039;m concerned - better for Govt to subsidize this effort with billions than to subsidize corrupt skimmers called bankers.  The Chinese have it figured out havent they. Speaking of subsidies and traveling down the food chain a bit, I just read a press release about subsidies to farmers to buy electric bikes in Shandong Province. http://www.china.org.cn/business/2010-10/14/content_21124151.htm
Seems the Chinese took Economics 101, and know that generating internal customers and keeping their own employed  (all while reducing dependence on oil) is a good thing.  Berkshire Hathaway can see where electric transport is going by investing in BYD. Funny that our politicians can&#039;t put two and two together as well?  Maybe it has something to do with foreign lobbies. 
And agree it&#039;s a good start with this RESTART program and the DOE backing of LiIon battery manufacturing. Love to see a subsidy for american consumers to purhase their electric bicycle or hybrid vehicle batteries or motors from U.S producers when the time comes? Ah but we are a civilized society.  What&#039;s needed is an all encompassing strategy with U.S. jobs at the forefront - we need to move quickly before the Mongols set sail again.]]></description>

I can&#039;t help but think that there has to be some sort of declaration , possibly from the president, from the standpoint of national economic security if nothing else.   Considering the now shortened time frame, designing and constructing an ore processing facility of sufficient size might take longer than getting the mines into production.  The stockpiles of Japan and Korea may buy us some time, but there will come a crunch. 
Along your proposals about end users funding the mining and processing, maybe we need more of a mandate, especially towards DOD.  They do have the largest budget, and are, unfortunately, the most vulnerable, not to mention the most responsible for their own exposure to this problem.   
How about a &quot;MoonShot &quot; speech to mandate a new reindustrializtion of this sector?  American thrives on challenge, so now we have a big one.]]></description>
